Planners increasingly rely on collaborative planning models that engage stakeholders to develop plans through consensus-based nego-tiations. While support for using collabora-tive planning models is growing, evaluation of their effectiveness is in its infancy. This paper reports on a case study evaluation, using a multiple criteria evaluation method, of an inno-vative collaborative planning process to pre-pare a strategic land use plan for a region in British Columbia, Canada. The study reveals that the collaborative planning process gen-erated important benefits, including improved relationships (...) and understanding, even though it did not result in consensus agreement on a plan. The outcome also shows that the plan did not result in consensus because some stakeholders were not sufficiently engaged in the process. In addition, an unrealistic timeline was imposed that led to a final offer selection process whose result was ultimately rejected by the government. (shrink)

Background Community advisory boards have expanded beyond high-income countries and play an increasing role in low- and middle-income country research. Much research has examined CABs in HICs, but less is known about CABs in LMICs. The purposes of this scoping review are to examine the creation and implementation of CABs in LMICs, including identifying frequently reported challenges, and to discuss implications for research ethics. Methods We searched five databases for publications describing or evaluating CABs in LMICs. Two researchers independently reviewed (...) articles for inclusion. Data related to the following aspects of CABs were extracted from included publications: time, country, financial support, research focus, responsibilities, and challenges. Thematic analyses were used to summarize textual data describing challenges. Results Our search yielded 2005 citations, 83 of which were deemed eligible for inclusion. Most studies were published between 2010 and 2017. Upper-middle-income countries were more likely to have studies describing CABs, with South Africa, China, and Thailand having the greatest numbers. The United States National Institutes of Health was the main source of financial support for CABs. Many CABs focused on HIV research. Thirty-four studies reported how CABs influenced the informed consent process for clinical trials or other aspects of research ethics. CAB responsibilities were related to clinical trials, including reviewing study protocols, educating local communities about research activities, and promoting the ethical conduct of research. Challenges faced by CABs included the following: incomplete ethical regulations and guidance; limited knowledge of science among members of communities and CABs; unstable and unbalanced power relationships between researchers and local communities; poor CAB management, including lack of formal participation structures and absence of CAB leadership; competing demands for time that limited participation in CAB activities; and language barriers between research staff and community members. Several challenges reflected shortcomings within the research team. Conclusions Our findings examine the formation and implementation of CABs in LMICs and identify several ethical challenges. These findings suggest the need for further ethics training among CAB members and researchers in LMICs. (shrink)

Thomas Reid is now recognized as one of the towering figures of the Enlightenment. Best known for his published writings on epistemology and moral theory, he was also an accomplished mathematician and natural philosopher, as an earlier volume of his manuscripts edited by Paul Wood for the Edinburgh Reid Edition, Thomas Reid on the Animate Creation, has shown. The Correspondence of Thomas Reid collects all of the known letters to and from Reid in a fully annotated form. (...) Letters already published by Sir William Hamilton and others have been reedited, and roughly half of the letters included appear in print for the first time. Writing in 1802, Reid's disciple and biographer Dugald Stewart doubted that Reid's correspondence &"would be generally interesting.&" This collection proves otherwise, for the letters illuminate virtually every aspect of Reid's life and career and, in some instances, provide us with invaluable evidence about activities otherwise undocumented in his manuscripts or published works. Through his correspondence we can trace Reid's relations with contemporaries such as David Hume and his colleagues at both King's College, Aberdeen, and the University of Glasgow, as well as his engagement with the most controversial philosophical, scientific, and political issues of his day. If anything, the letters assembled here serve as the starting point for understanding Reid and his place in the Enlightenment. (shrink)

As one approach to examining the way ethical decisions are made, we asked experts and novices to review a set of scenarios that depict some important ethical tensions in research. The method employed was “protocol analysis,” a talk-aloud technique pioneered by cognitive scientists for the analysis of expert performance. The participants were asked to verbalize their normally unexpressed thought processes as they responded to the scenarios, and to make recommendations for courses of action. We found that experts spent more time (...) working through the decision-making process than novices and also raised substantially more concerns than novices. Most contemporary philosophers who defend the compatibility of hell with the divine goodness do so by arguing that the damned freely choose hell. Thomas Talbott denies that such a choice is possible, on the grounds that God in his goodness would remove any 'ignorance, deception, or bondage to desire' which would motivate a person to choose eternal misery. My strategy is to turn the tables on Talbott and ask why God would not remove the motives we have for any (...) sin whatsoever. I argue that two plausible answers to this question also show why God would not remove our motives for choosing hell. (shrink)

Despite the recent proliferation of scientific, clinical, and narrative accounts of auditory verbal hallucinations, the phenomenology of voice hearing remains opaque and undertheorized. In this article, we outline an interdisciplinary approach to understanding hallucinatory experiences which seeks to demonstrate the value of the humanities and social sciences to advancing knowledge in clinical research and practice. We argue that an interdisciplinary approach to the phenomenology of AVH utilizes rigorous and context-appropriate methodologies to analyze a wider range of first-person accounts of AVH (...) at 3 contextual levels: cultural, social, and historical; experiential; and biographical. We go on to show that there are significant potential benefits for voice hearers, clinicians, and researchers. These include informing the development and refinement of subtypes of hallucinations within and across diagnostic categories; “front-loading” research in cognitive neuroscience; and suggesting new possibilities for therapeutic intervention. In conclusion, we argue that an interdisciplinary approach to the phenomenology of AVH can nourish the ethical core of scientific enquiry by challenging its interpretive paradigms, and offer voice hearers richer, potentially more empowering ways to make sense of their experiences. Thomas's use of Ambrose has received little detailed [End Page 103] attention. One of Leo Elders's last contributions to the study of Aquinas and the Fathers provided an overview of Ambrose's presence in Thomas's writings.2 I hope to expand upon Elders's work of cataloging and describing Thomas's numerous citations of Ambrose—Thomas names Ambrose over eleven hundred times in his writings3—by making a particular argument about Thomas's Christological and sacramental use of Ambrose. While Elders gives an excellent summary of where Ambrose appears in Thomas's corpus, he does not connect Thomas's use of Ambrose in his treatises on Christ and the Eucharist. I argue that Thomas's citations of Ambrose in the tertia pars help him develop an understanding of the Incarnation that supports his sacramental realism, especially emphasizing contact with Christ in the Eucharist.4Much recent reflection on the Eucharist has sought to deemphasize the substantial presence of Christ and emphasize his presence in other ways. Michael C. McGuckian, for example, argues that the Western emphasis on Christ's presence in the Blessed Sacrament has damaged the understanding of participation in the heavenly liturgy and obscured other ways in which Christ is present, such as in the bishop presiding and the proclamation of the word. He claims that "those other presences surpass the presence in the elements in their personal quality, their dynamic force and their effect on our [End Page 104] spirits and are not to be undervalued."5 Looking at Thomas and Ambrose, we will see that Christ's substantial presence in the Eucharist is preeminently personal, dynamic, and efficacious for our spirits. Colman O'Neill's masterful work of sacramental realism, Meeting Christ in the Sacraments, provides an entrée into such a study. The title derives from Ambrose. In his work A Defense of the Prophet David to Theodosius Augustus, Ambrose reflects on Psalm 51. Suddenly, in the middle of confessing his sins, David foresees the cleansing sacrament of baptism. In prophetic wonder, he cries out, "face-to-face you have shown yourself to me, Christ; I have discovered you in your sacraments."6 Even prior to their institution, David prophetically glimpses what the sacraments of the Old Law prefigure. In this vision, David sees "no longer in shadow, nor in figure, nor in type," but meets Christ in his sacraments.7 For Ambrose, the sacraments are real encounters with Christ. Around 1317 Tolomeo wrote in his (...) Furthermore, by 1264 he had developed a "warm friendship" with Urban, whom we know to have commissioned Thomas to write several works between 1261 and 1265.5 These facts have led most scholars since the early fourteenth century to conclude that Urban's "new" liturgy was the work of Thomas.6 In recent years, however, Cyrille Lambot has questioned whether Thomas wrote or compiled the liturgy promulgated by Urban. Ecology of the Brain addresses this very question. It considers the human body as a collective, a living being which uses the brain to mediate interactions.

On the day before Christmas, 1170, Robert de Broc, member of a family of royal servants that had taken up King Henry II's fierce opposition to Thomas Becket, seized a horse bringing goods to the archbishop and cut off its tail. The next day, Archbishop Thomas noted this incident after his Christmas sermon when renewing his excommunication of Robert and several others, and he discussed it again four days later in his initial meeting with the men who would (...) shortly murder him. The excision of the horse's tail appears in five of the biographies of the martyr and subsequently in the national chronicles of Roger of Howden and Ralph of Diceto. Why did a minor act of cruelty inflicted on a horse seem so noteworthy to contemporaries? Education, health-care, technology, and political participation are becoming ever more universal, empowering human beings everywhere to enjoy security, economic sufficiency, equal citizenship, and a life in dignity. To be sure, there are some specially difficult areas disfavoured by climate, geography, local diseases, unenlightened cultures or political tyranny. Here progress is slow, and there may be set-backs. But the affluent states and many international organizations are working steadily to extend the blessings of modernity through trade (...) and generous development assistance, and it won't be long until the last pockets of severe oppression and poverty are gone. Heavily promoted by Western governments and media, this comforting view of the world is widely shared, at least among the affluent. Pogge's new book presents an alternative view: Poverty and oppression persist on a massive scale; political and economic inequalities are rising dramatically both intra-nationally and globally. The affluent states and the international organizations they control knowingly contribute greatly to these evils - selfishly promoting rules and policies harmful to the poor while hypocritically pretending to set and promote ambitious development goals. Pogge's case studies include the $1/day poverty measurement exercise, the cosmetic statistics behind the first Millennium Development Goal, the War on Terror, and the proposed relaxation of the constraints on humanitarian intervention. I am the LawIt is hard to imagine two more disparate characters than Judge Joseph Dredd and Hercules J—the one an over-muscular, faceless and heavily armed street judge astride a Lawmaster motorcycle who overidentifies with his role ; the other devoid of any physical presence or image, and structurally decoupled from the execution of law by a fierce determination to maintain the separation of powers and accountability which Dredd so effortlessly ignores. Hercules J is the embodiment of an intellectualised, yet (...) creative, operationalisation of law. To the academic spirit, Hercules is infinitely preferable as a model of judicial activism: his world conjures a contemplative modality, ever alert to the requirements of rights and largely aligned with the temper of the post-Enlightenment. By contrast, Dredd is the personification of the worst aspects of law-and-order as the debased and politicised manifestation of the Rule of Law. His is an intensely visceral presence, the metonymic blindness of Themis replaced by the Dredd’s fractured eyeline: blindness as a signifier of impartiality yields to blindness as a symptom of institutional rage. This article interrogates the characters, actions and values of Hercules J and Dredd J, viewed primarily through the lens of Jacques Derrida’s Force of Law, focusing on the relationship between law and violence as it is exposed in Hercules’s and Dredd’s worlds, and then turning to judicial confrontation with the aporetic: the aporias, identified by Derrida and others, that law must confront. The interrogation continues, finally contemplating the current state of law in the common law world—the world of liberal democracies, suggesting that the high point of democracy may well have passed, and that we are on a Dredd-ward trajectory. It proposes to regard the implications of Kant's humanity formula as a cluster of related precepts that can guide and constrain moral deliberation about how to specify and interpret the principles that should guide day to day decisions. The essay then addresses three questions: What is implied regarding how offenders should be treated while undergoing punishment? Apart from Kant's official theory of punishment, what would the humanity formula recommend regarding who should be punished, how much, in what way, and why? The increased use of information technology in every day health care creates vast amounts of stored health data that can be used for research. The secondary research use of routinely collected data raises questions about appropriate consent mechanisms for such use. One option is meta consent where individuals state their own consent preferences in relation to future use of their data, e.g. whether they want the data to be accessible to researchers under conditions of specific consent, broad consent, blanket consent (...) or not at all. This study investigates whether meta consent preferences can be successfully elicited by a smartphone application in the adult Danish population. A smartphone app was developed for the elicitation of meta consent preferences. An invitation to use the app was distributed to a stratified, representative sample of the Danish adult population. The meta consent choices, the use of the app, user experience data, and demographic data were logged and analysed statistically using IBM SPSS version 20. Of 1000 potential respondents 221 used the app. One hundred eighty-eight of the respondents were female and 103 male. The age range was 19 to 79 years with an average of 51 years. Most users indicate 1) that they find the choices they are asked to make easy to understand, 2) that the application is easy to use, and 3) that this kind of choice should be offered to people. It is possible to collect meta consent preferences in the general, adult population using a smartphone app. (shrink)

A dominant area of inquiry within intergenerational ethics concerns how goods ought to be justly distributed between noncontemporaries. Contractualist theories of justice that have broached these discussions have often centered on the concepts of mutual advantage and reciprocal cooperation between rational, self‐interested beings. However, another prominent reason that many in the present feel that they have obligations toward future generations is not due to self‐interested reciprocity, but simply because they care about what happens to them. Care ethics promises to be (...) conceptually well‐suited for articulating this latter reason: given that future generations are in a perpetual condition of dependency on present‐day people's actions, this is precisely the kind of relational structure that care theorists should be interested in morally evaluating. Unfortunately, the care literature has been largely silent on intergenerational ethics. This article aims to advance this literature, offering the blueprints of what a care ethic concerning future generations—a “future care ethic”—should look like. The resultant ethic defends a sufficientarian theory of obligation: people in the present ought to ensure the conditions needed to encourage and sustain a world that enables good caring relations to flourish. We have something to learn."This was the second Monks in the West interreligious dialogue. The first took place in 2004 at the City of Ten Thousand Buddhas in northern California. On the Catholic side, the participants came from the Benedictine, Cistercian, and Camaldolese monasteries. On the Buddhist side, they came from the Theravada, Mahayana, and Tibetan traditions. Through the event, participants began the day with an hour of quiet sitting in meditation and joined the monastic community at St. John's for their rhythm of daily prayer.The first session dealt with theory, the "why" of celibacy. Buddhist participants explained that their teachings focus on seeing how suffering is created and cured. Attachments give rise to suffering, so advancement in the spiritual life requires letting go of one's attachments. Attachment to desires, among which are sexual desires, is a hindrance to spiritual progress. "Raging desire takes away choice, freedom," said Rev. Kusala Bhikshu, a Buddhist chaplain at UCLA, in his opening presentation. "The senses must be controlled in order to be free."Brother Gregory Perron from St. Procopius monastery in Indiana spoke of how monastic life demands a profound understanding and acceptance of solitude. "Celibacy is a tool," offered Perron, "a skillful means like intentional simplicity of life, by which our heart is burrowed out and the core of our being laid bare. By embracing it, the monk accepts the aloneness that characterizes every human being."In response to Buddhist reflections on the illusory nature of the body, Catholic participants pointed out Christianity's remarkably positive evaluation of the [End Page 143] body in the doctrines of the Incarnation, the bodily Resurrection and Ascension of Jesus, and the indwelling of the Holy Spirit. Both sides acknowledged balancing points of reference as well, such as, in Christianity, Paul's "Who will rescue me from this body of death?" (Rom 7:24). Though humankind ranks eighth from the bottom in Buddhism's thirty-two-realm cosmology, that level is the only one where spiritual growth can happen. Thus human form is in the end praised by the Buddha.In the second session, the participants moved from theory to practice. Rev. Jisho Perry from the Shasta Buddhist Abbey in California said that "the whole thrust of training is not to give in to desire that arises." He described the Buddhist method of accepting sexual feelings without either acting on them or repressing them, but just letting them pass through. "The right use of will is willingness, not willpower—the willingness to sit there and let that feeling pass through," he said.Fr. Skudlarek expressed appreciation for this Buddhist approach to transforming the sexual energy. "I never got a sense in our training of accepting the feeling with awareness and letting it pass without acting on it. You had to fight it! And the more you resisted, the stronger it got!"Rev. Heng Sure, who teaches at the Graduate Theological Union in Berkeley, presented celibacy as the first step in a three-step process that goes from celibacy to stillness to insight. "It should not be seen just as a difficult adjunct to the spiritual path, but as essential to it," he said. The practice of meditation represents daily periods when the senses are stilled and not allowed to pursue sense objects. "Something happens to the energy in the stillness; the pressure goes away." Just such a conception is the root and heart of tensions in contemporary moral theology over what constitutes an adequate understanding of moral conscience appropriate for our times. In the twentieth century, these tensions were experienced first as a much-needed corrective to manualist theology and its excessive emphasis on conscience. Well over the stated limit of 150 people joined a faculty of ten in presentations, discussions, sharing, meditation, and rituals. The conference was born primarily out of the personal and (...) social need for dialogue felt by Sandi Peters, who joined the program staff of Mercy Center after three years spent at Insight Meditation East, Barre, Massachusetts.Besides Peters as presider, the faculty members were: representing the Buddhist side--Nigel Edmonds (Mahayana and Christianity), Chris Phillips (Theravada), Ven. Thubten Chodron (Vajrayana), Rev. Heng Sure (Chinese Mahayana), and Patrick Thornton (Theravada and Christianity); representing the Christian side--Thomas G. Hand, S. J. (Catholic), Kevin Hunt, OCSO (Cistercian monk), Roshi Jinne Richardson (Zen and Christianity), and Rev. Shari Young (Episcopal and Zen).In a well-received keynote talk, Thomas Hand offered as the basis for the whole dialogue "The Primacy of Experience" in both traditions. On the third day, participants engaged in "Practice--East and West," including presentations geared toward practice both then and there and in the future.One marked difference between this conference and those that Mercy Center put on from 1985 to 1988 was the quality of the participants. In the earlier conferences, many were seekers and intellectual questioners. This year, besides such qualities, the participants were sincere practitioners. In fact, a great many were practicing in both traditions. They often classified themselves as Buddhist Christians or as Christian-root Buddhists. The greater depth of dialogue that has developed in less than fifteen years was clearly apparent. What is more, the sharing and insights of both Buddhist and Christian presenters seemed to have become increasingly relaxed, articulate, and vital. Their presentations were met with much deeper understanding and enthusiasm by all the participants. Max Weber’s reply to Werner Sombart’s lecture on technology and culture, presented at the first meeting of the German Sociological Society held in Frankfurt in 1910, is discussed in terms of its conventional and improvised character as a distinctive mode of ‘sociological’ speech. Emphasis is placed on the specific rhetorical circumstances that gave rise to these remarks, especially with regard to Weber’s status as an authorized speaker at the meeting, and their formulation as a response to Marxist theories accepted or (...) criticized by members of the audience. In characterizing the relationship between technology and culture specifically as a topic of sociological discourse, Weber’s comments therefore constitute a speech-act in their own right. They both conform to the protocols of ‘value-free’ academic debate upheld by the Society and experiment with this new genre and forum of intellectual discussion. Weber’s innovative aspirations are ultimately in tension with his efforts to routinize or even rationalize the scholarly vocation ( Beruf) of sociology as both an inward calling and an institutionalized profession that can speak critically to the most pressing and relevant issues of the day.
